Special:Homepage is implemented as a tab which displays when users visit their User page, typically by clicking their Username (T215982).

In preferences, users can opt to default to the Homepage rather than their User page.

The intention of this design, as I understand it, was that new users tend to click their username, so this would make the page discoverable. As we think about extending the homepage to serve a more diverse group of users (T402632), we think it would make sense to have a more discoverable entrypoint to the Homepage, which doesn't rely on already knowing that the User page is the place you need to go first.
As @Trizek-WMF suggested back in 2019 (T215982#4961657), it probably makes the most sense to include such a link alongside the other user-specific links in the top right row or drop-down menu:

Our Hypothesis would be that adding a link here would increase the number of users who revisit the Homepage after their initial visit, because it's easier to locate.
The link should probably only display if the user has enabled the Homepage in their preferences (or was automatically enrolled).
