**Open questions:**
* Will removal of existing labels degrade ElasticSearch result (and thus term lookup)?
* How should `mul` be dealt with in HTML? (e.g. for screen readers)
* Should we allow `mul` descriptions? (also considering {T303677})
* `mul` is likely primarily used for Latin scripture (there is not as much potential for redundancy-reduction in other scriptures).
** Should we make this more explicit (e.g. by creating `mul-latin` instead)?
** Should we treat `mul` as `mul-latin` internally? This would likely help with creating better fallback chains for more of our users (e.g. by adding `mul` as a last fallback to all Latin-based fallback chains).
