Before doing so, @MMiller_WMF wants to show welcome survey only to users with homepage enabled. In this task, we want to add a config variable `WelcomeSurveyEnableWithHomepage`. If this variable is true, welcome survey will show the welcomesurvey to all users with homepage enabled, and no survey to the rest of them.
