Despite the table of contents being disabled on page views in mobile, the ResourceLoader module is still shipped. This is stored in ParserOutput but probably shouldn't be. In desktop Minerva this also causes issues as it overrides the Minerva table of contents behaviour. Expected: [] The module mediawiki.toc (1.2kb) shouldn't be appearing in any page view on mobile.
