**Summary**
Page Preview preferences (existing under Preferences > Appearance > Reading preferences) will be merged with Reference Preview preferences (currently under Preferences >
Beta features). This will create a single 'Previews' preference, in the same location as the current Page preview preference.
**Note, that this will only be implemented on small default wikis (tbd), so the beta preference settings must be preserved for the remaining wikis until the feature is deployed to all wikis.**
**Requirements**
[] A single preference enables/disables both Page Previews and Reference Previews at the same time. (Note: If the user has a gadget which hides one/or both enablingfeatures working, it does not visibly change a users setting. They must both enable this preference and disable any conflicting gadget. This could also result in this joint preference only truly enabling one of the two previews, depending on which gadget they have enabled. This hiding behavior is covered in another ticket: {T265872}
[] The merged Preview preference is editable in threetwo different locations: PAppeareance preference page for logged-in users and cog-wheel pop-up for anonymous users (the same one for Page Previews and one for Reference Previews, which look the samews). This ticket adjusts the wording to reflect the joint preference for the existing locations. The cog-wheel/pop-up for Ref Previews is implemented in this ticket {T234205}.

**Open questions**
* Current RefPreviews beta feature mentions which specific gadgets cause conflicts and the current Page Previews preferences mention gadgets but not specific names. This is possibly to keep it general enough to apply to all wikis, though does not help users find the source of the conflict. Which pattern would we like to follow?
