[x] Clarify page audience and overlaps in terminology / subpage names, add link to friends of the docs, etc - see draft at https://www.mediawiki.org/wiki/User:AKlapper_(WMF)/Sandbox/Documentation (and compare to https://www.mediawiki.org/wiki/Documentation )
[x] https://www.mediawiki.org/wiki/Documentation/Technical_documentation_prioritization#Location should be moved and merged into https://www.mediawiki.org/wiki/Documentation#Documentation_structure ? (section to be renamed to #Types_and_locations)
[ ] Cover (and establish?) use of #documentation-review-board (see `T267038`) if that is still the plan. It is not mentioned at all on https://www.mediawiki.org/wiki/Documentation/Technical_documentation_prioritization
