‘As someone who needs help with writing queries, I would like to be notified about the Query Builder in order to be able to create a query.
**Problem:**
As someone who doesn’t know SPARQL, it’s very difficult to create a query in the Query Service.

GIVEN a user opening the Query Service
WHEN the user is viewing the main page
THEN a banner informing about the new Query Builder will be visible on top
AND it can be closed by clicking on the ‘X’ icon
GIVEN a user opening the Query Service
WHEN the user is viewing the ‘Examples’ Modal window,
THEN a banner informing about the new Query Builder will be visible at the bottom of the Example Modal window
AND it can be closed by clicking on the ‘X’ icon

**Acceptance criteria:**
* When the ‘X’ buttons are clicked remove the space created by the banner and get back the interface to normal condition.
**Open questions:**
Do we include a certain time that we want to make the banner visible? like 1 month after launch. also, do we say the banner is not visible to the same user when it's clicked away (which may cause cookie issues.)?
