Original description: Right now the text of the excerpt gets clipped by the div without any ellipses. We need to figure out a way to reliably fill up the space with the right number of characters and support multiple scripts.

Currently #hovercards doesn't do anything about text overflowing the popup, it should have an ellipsis at the end or some other text overflow thing to indicate the text continues.
