- When the user first arrives on their homepage, they will see a popup on top of the page that is pointing to the "Hello, [USERNAME]!" header.
- Header: "Welcome to your homepage"
- Body: "You can learn to edit, contact your mentor, and see the impact of your work. Continue to learn about the **suggested edits** on your homepage."
- The popup is dismissable with an "X" in the upper right and also by clicking on the screen outside of it.
- In the lower right, it has a blue arrow button, which initiates the onboarding.
- After the user dismisses it, they should never see it again.

The mobile version of this task is {T258010}, which uses a different form factor but shares the same language.
Open questions:
- Should the "dismissed" state be synchronized between the desktop and mobile versions of this feature? In other words, if the user dismisses the welcome popup on desktop, should that also hide the welcome drawer on any future mobile visits, and vice versa?
