These are not really tasks or things would would exist in Bugzilla, but might in RT, however RT is not going to have the same overlap problems. It should be safe / sane to create some projects here to get things off to a sensible start. Mainly I'm looking to keep the dilution of the #operations group tasks to a minimum, and there is the problem of that being a private group and not really being friendly for non-ops to follow along and contribute.
