As part of the "new translation" entry point (T241590) from the Translation Dashboard, users can start a translation of a section for an article of their choice. For cases where the selected article does not exists, on mobile the option to create it can be supported by translating the lead section as any other regular section. That is, users will be provided the option to start a new article, and they will access the mobile editor with the contents of the lead section.
