Right now the service endpoint "https://tools.wmflabs.org/idsgen/" is hard-coded into the [IDS extension](https://www.mediawiki.org/wiki/Extension:Ids). It should instead be configurable, via an entry in [LocalSettings.php](https://www.mediawiki.org/wiki/Manual:LocalSettings.php).
