Alternative proposals:
# Separate user preferences for Page Previews and Reference Previews. This will make it possible for users to have both features disabled, both enabled, or one enabled and the other disabled.
# The Reference Previews user preference is dependent on enabling the Page Previews user preference (the status quo). With Page Previews disabled, reference previews will not appear.
# Page and Reference Previews are enabled together, either both on or both off.
A minor complication is that Page Previews are currently available as a non-beta feature on all Wikipedias, so they are available through user preferences. Reference Previews on the other hand are a beta feature, so they are enabled through the beta preferences page. We plan to be out of beta by the end of the year, but still need to deal with this awkward, intermediate stage.
