This needs expanding, but some things we need are: * Pull code * Install dependencies (docker-compose, docker) * Configure the app * Start docker compose containers * Restart containers if they are down

This needs expanding, but some things we need are: * Pull code * Install dependencies (docker-compose, docker) * Configure the app * Start docker compose containers * Restart containers if they are down This task includes removing any unused puppet code (ex. harbor::db) and adding at least a basic unit test to the rest of the harbor puppet code (ex. https://gerrit.wikimedia.org/r/plugins/gitiles/operations/puppet/+/refs/heads/production/modules/profile/spec/classes/profile_wmcs_services_toolsdb_replica_cnf_spec.rb)
