On or.wikipedia.org, if there is a visit from an IP address then it shows the default time as UTC but for registered user's it is normal (Local time IST). Is it normal? Can't we set the recent changes time log according to the local time. Please have a look at the screenshot. Let me know if more information needed. Thank You.
