When the user arrives on a suggested edit article, there should be a pulsing blue dot on the lower right of the edit button on both desktop and mobile. See the images below. More specifics will be added on where to put the blue dot for wikis that have separate edit tabs for VE and wikitext. The user should see the dot until they click it -- even if that is not their first visit to a suggested edit article.
