**What happens?**:
It seems the link in the [[ https://meta.wikimedia.org/wiki/Special:CentralNoticeBanners/edit/readerssurvey2023banner | banner ]] is down, either not responding, or when it does, throwing DB errors
**What should have happened instead?**:
The link should not throw DB errors or not respond

Suggest temp disabling of the banner until the destination is fixed
