The personal CSS is loaded twice, both in an inline `<style>` tag together with other CSS, and as `<link rel="stylesheet" href="https://de.wikipedia.org/w/load.php?debug=false&lang=de&modules=user%7Cuser.groups&only=styles&skin=vector&user=Schnark&version=CLAHufrP&*">`. This seems to be introduced with the latest ResourceLoader changes.
