As a watchlist expiry user, I want the pop-up behavior to be updated, so that it properly displays all options for long article titles and so that it is dismissed within a reasonable amount of time.
**Background: **This is a follow-up to issues uncovered in T249262, which we would like to address separately.
**Acceptance Criteria:**
* Shorten the period to dismiss the pop-up after the user selects temporary time period, so that it follows current behavior on production for permanent watch
* Shorten the period to dismiss the pop-up after the user unwatches the page (either permanent or temporary watch), so that it follows current behavior on production for permanent watch
* Make pop-up adjustable, so that if the article title is long, it shows the full options in the drop-down (rather than cutting off "6 months"
