It’s not possible to download any Cherokee-language article as a readable PDF with the Electron service. No syllable is rendered in the PDF output, not even the original characters encoded back in 1999 when Unicode 3.0 was released, and obviously not the newer lower-case syllables of Unicode 8.0.
To test this, go to https://en.wikipedia.org/wiki/chr:%E1%8F%A3%E1%8E%B3%E1%8E%A9%20%E1%8E%A7%E1%8F%AC%E1%8F%82%E1%8E%AF%E1%8F%8D%E1%8F%97 , which is an article I’ve recently updated to mention the complete set of Cherokee characters in Unicode. This should ensure that you install a relatively new font which contains all of the syllables.
