**Steps to replicate the issue** (include links if applicable):
Using any class that overrides getPagingLinks,Any code that overrided the "@stable to override" method IndexPager::makeLink no longer has this called by at least ReverseChronologicalPager because of the switch to using the PagerNavigationBuilder added in https://gerrit.wikimedia.org/r/c/mediawiki/core/+/803620. makeLink, getLimitLinks etc.This is because all uses of this method were marked as deprecated but also not called by the code.
For an example of what this broke, from IndexPager no longer has these called by ReverseCronologicalPagersee the subtask for Special:CheckUser.

**What happens?**:
The methods are not called meaning that the default paging and limit links are always used for code that used the previous method
**What should have happened instead?**:
The code using the previous method should still be supported until it's removed after a proper deprecation process

Because this should have been deprecated instead of having any calls be simply removed, it makes stable to override methods such as makeLink not be called and thus have no effect.
