This task is about giving users the option to opt out of seeing the guidance panel (Note: This does ***not*** include opting out of the nurture dialog which is shown after a suggested edit is completed.)

=== Proposed design
Based on the above story, there are two ways we may want to provide opt-out, when users explicitly or implicitly want to opt-out.
==== 1. User-initiated (explicit) opt-out
Here, we want to provide an ability for users to opt out of seeing guidance panel via preferences at any time.
Preferences can be accessed as a menu option in the Settings cog in the guidance panel.

==== 2. System initiated opt-out
The user is given the option to turn off the guidance panel directly from a dialog after they perform certain actions that strongly imply their desire to no longer see this content.
This will be when:
- User closes the guidance panel `X` times within `Y` seconds of opening a Suggested edit article and not interacting with it.
- User who has completed `Z` suggested edits of a particular type closes the guidance panel within `Y` seconds of opening a Suggested edit article of the same suggested edit type, without interacting with it.
The X, Y, and Z values should be configurable.
