`its-base` is the common base for Gerrit bug tracker integrations, like our `its-phabricator`. It needs some fixes to build and properly work against Gerrit-3.1 upwards. All needed fixes are upstream and verified (but they are more than a few, so I won't copy the links). All that's missing is getting them merged upstream.
