Lately (as in, sometime on or before July 13) the mwext-testextension-hhvm-jessie job in Jenkins started failing for all MobileApp extension patches, even for trivial changes like adding a README.[1]

Most of the errors reported are in ApiMobileViewTest. It's surprising that MobileApp could break anything there considering MobileApp doesn't have any API extension module but at this point essentially just serves up style modules and remote config files. But, I have a hunch this has something to do with the work disentangling #minervaneue from #mobilefrontend.
@Jdlrobson Any idea what might be going on? This is blocking some of Stephen's work around consolidating dark theme styles.[2] Thanks!
