== Problem
With the existing Wikipedia Preview WordPress plugin based on the `detectLinks` feature, editors have to navigate to Wikipedia to find the URL of the article they want to link to so they can create a hyperlink. This is costing time and hurting focus.
== Solution
A Gutenburg custom format that allows adding a preview directly instead of a hyperlink. It has a form for configuring the article title and language and provides an immediate confirmation that the article exists.
* Works the same as the hyperlink tool.
* Can add a preview to the selected text.
* Can be used without selection, will insert the article title as text.
* The form has 2 fields
** Article title: defaults to the selected text if any
** Language: defaults to the site language (maybe WP_LANG in php). This should be a dropdown with all the Wikipedia languages. It can be a simple text box that accepts the language code ("en", "fr", etc) initially.
* When the article title or language change, the form checks if the article exists and displays a message or icon to indicate the result.
* UI elements are hardcoded in English. They will be made localizable in {T279549}
