I logged in to the Library Card Platform and set my language to Hebrew.**Task**
The "Partner description page" tooltip has not been marked for translation, but should be. It can be found here: https://github.com/WikipediaLibrary/TWLight/blob/master/TWLight/users/templates/users/resource_tile.html#L111
To make a HTML string translatable we need to use the `{% trans 'text goes here' %}` format. In this case, we want to update line 111 to the following:
`<i class="fa fa-info-circle" aria-hidden="true" title="{% trans 'Partner description page' %}"></i>`
We also need a translator comment on the line above, like so: `{% comment %} Translators: This text is found on a tooltip directing users to the description pages of the library's partners. {% endcomment %}`

The tooltip said "Partner description page" in English.Please link your pull request in a comment here when it has been submitted, The platform is 100% translated to Hebrew,and include the Phabricator task number in the pull request. but this message cannot be found on translatewiki.Experienced contributors to the project will review your code and either provide feedback or merge it in!
