When a search does not return a direct hit, but search results, the create item link is not shown.

There are two messages involved:
* https://translatewiki.org/wiki/MediaWiki:search-nonefound/en is shown when "there were no results matching the query". There is a local override at https://www.wikidata.org/wiki/MediaWiki:search-nonefound/en that includes the "you might want to create this thing" call-to-action.
* https://translatewiki.org/wiki/MediaWiki:searchmenu-new-nocreate/en is empty by default and does not have a local override at https://www.wikidata.org/wiki/MediaWiki:searchmenu-new-nocreate/en. Other wikis do have a local override for this, often also containing a call-to-action.
One way to fix this it to change the two messages mentioned above and move the call-to-action to the other message.

Initially this was thought to be a behavior coming from the AdvancedSearch extension, which is why the comments may read weirdly now that the task description was updated.
