Until now the Add a link task has been listed under the task difficulty level "Easy". We want to add a new difficulty level named "Starter" and move the Add a link task there. This change is to convey better the expectation for new comers to progress into other tasks and for better explaining why the task will become disabled after some limit. The disabling is left out of the scope of this task.

####Acceptance Criteria:
- [ ] Select types of edit: a new "starter" category displays the add-a-link (structure task)
- [ ] Select types of edit: vertical spacing, and content hierarchy improvements
- [ ] Select types of edit: If the Add-a-Link task is disabled, then the "starter" category should not be displayed
- [ ] Clarify whether the group/difficulty level is community configurable?
#####Questions
- In the past (CC1) the difficulty group/level was configurable. When we moved to CC2 the field became //computed//, see `SuggestedEditsConfigProvider::MAP_TASKS_PER_GROUP`. The group is shown (!!where?!!) for Structured tasks but not for template based, however they are grouped. Do we want to do something about this in the context of this task?
#####Technical notes:
- The difficulty classes are defined in the `TaskType` class
- `SuggestedEdits::getFiltersButtonGroupWidget` has a hard-coded list of `[ 'easy', 'medium', 'hard' ]` in a loop => this will likely need to be adjusted, maybe replaced with `TaskType::DIFFICULTY_CLASSES` or similar
- `SuggestedEditsConfigProvider::MAP_TASKS_PER_GROUP` is the place to change the difficulty of the `link_recommendation` task
