**Steps to replicate the issue** (include links if applicable):
* With Vector 2022 on, go to a random page on en:wp, then jump to a section on another page, like [[ https://en.wikipedia.org/wiki/Wikipedia:Village_pump_(technical)#Vector_2022_Post-Deployment_Update_from_WMF_team | this ]].
* The section will load, and then the sticky header will load, covering the section title and edit link.
**What should have happened instead?**:
The section title should appear below where the sticky header will load (so, the page should load an appropriate distance above that line, if it has to laod before the sticky header comes in). This is what happens if you click on a section link within the same page (as opposed to on a different page).
