Change Details

If we want to remove Wikibase Lib, then the [code in the Reporting directory ](https://github.com/wikimedia/mediawiki-extensions-Wikibase/tree/2fa008be6690d22eb62434d3c50f6b7c41fe1e5f/lib/includes/Reporting) needs to be moved somewhere else. It does not fit into our existing components as it is infrastructure code (independent from our domain). The goal of this issue is to come up with and discuss options.
