I'm working with a large international organisation to release a large amount of content (10,000s of images) to Commons, however they will not upload the content because of the lack of clarity of the rights description on the upload page. At the bottom of the upload page it says
"By clicking "publish", you agree to the terms of use, and you irrevocably agree to release your contribution under the Creative Commons CC0 License."
It does not explicitly say in this sentence that this refers only to the work's description and not the work its self and that that is under a separate license. This is leading to the organisation not wanting to upload their content to Commons. I suggest changing 'your contribution' to something different like 'this caption' to make it clear.
There are two screens which talk about CC0 contributions, the first one is explicit about what the CC0 contribution is for, it seems the most simple option is to make the second screen use the same text as the first
