Change Details

As we are now the Reading team we would like a top level space for managing instances. Much like editor-engagement. Right away, there are plans to spin up an instance for beta testing our development branch for signoff. As we are working towards pushing all Gerrit changes to a development branch. Additionally, this instance would be used for running automated browser tests on the development branch. Any additional project instances could then be created in this top level space.
