Related to T269340. DNS resolution works through `mgmt_junos` only since 19.2R1. Once all routers are upgraded we can configure it and revert to having syslog targets and maybe NTP targets as hostnames instead of IPs.

Related to T269340 and T320244 DNS resolution works through `mgmt_junos` only since 19.2R1. Once all routers are upgraded we can configure it and revert to having syslog targets and maybe NTP targets as hostnames instead of IPs. Once done we should be able to remove the loopback filter term `allow_dns` as well.
