**Steps to replicate the issue** (include links if applicable):
* Select "United **s**tates" from this text and use VisualEditor's Link feature.
* It will display "United **S**tates" as the top result.
**What happens?**:
* The link will become `[[United States|United states]]`. Since "[[https://en.wikipedia.org/w/index.php?title=United_states&redirect=no| United states ]]" already redirects to "[[ https://en.wikipedia.org/wiki/United_States | United States ]]" this page, it violate the "[[https://en.wikipedia.org/wiki/Wikipedia:Redirect#Do_not_%22fix%22_links_to_redirects_that_are_not_broken| Do not "fix" links to redirects that are not broken ]]" guideline. This issue is quite similar to T346920.
**What should have happened instead?**:
If the link is already redirected to the target page (i.e.`[[redirect]]`), then it should not replace with `[[target|redirect]]`.
