As a new editor visiting my Newcomer homepage, I want Community updates to **include an image or logo**, because this will make the update more engaging than a text-only announcement.

NOTE: Figma designs show the end state of the MVP release. This task only covers adding a Community Configurable image to the module.
####Acceptance Criteria:
**Mobile and desktop UI for the Community Updates module on the Newcomer Homepage:**
[] An image is displayed within the module, within the size constraints specified by designs: On mobile it should fit a dimension of 47x47px and 74x74px on desktop.
[] When an image is not added via Community Configuration, or the image can't load, then a placeholder image is displayed: the Codex icon Image-thumbnail with placeholder token. {F56317935}
**Community updates Configuration form: **
[] Add a new`Image` Field.
- Validation: should be a valid Commons image file.
- If the image is unavailable for any reason, the placeholder image displays.
[] Add an explanation for the Image field: `Choose an appropriate image that relates to the event or initiative you want to highlight, e.g. a logo. The image has to be selected from Commons and the link pasted below.`
