There should be a checkbox or something that allows the user to choose between public and private registration (perhaps 2 separate checkboxes are sufficient). There should also be adequate help text to explain the differences between public and private registration, similar to T318369. Special:RegisterForEvent is the no-JS experience for the registration experience. It can be accessed on the event page when the user right-clicks on the 'Register' button or if the user does not have JS enabled on their browser.
