A recent discussion on en.WP highlighted that we do not have any sort of table of contents in the user preferences tabs (and specifically the Gadgets tab), which can result in difficulty navigating a particular tab on Special:Preferences. ([[https://en.wikipedia.org/w/index.php?title=MediaWiki_talk:Gadgets-definition&oldid=885812291#Add_table_of_contents? |permalink]]) While we might be able to control user preferences such that there are fewer rather than more, the Gadgets tab doesn't really have the luxury of "remove gadgets" when it's more likely that we will continue to move more scripts to Gadget land (for many reasons, such as safety and trust).
I also mentioned in the context of the task that perhaps Gadgets should be better integrated into the rest of the preference tabs. That wouldn't fix the issue that I am not really able to navigate the specific tabs, but would better expose gadgets to people looking for certain kinds of gadgets. But I think that's a slightly different task...
