As a user, When I visit Special:GlobalWatchlist and specify a specific language to use by overriding my preferences via `uselang=` And one of the wikis with changes is a wikibase repo And there are changes that use wikibase's automatic summaries that render in the user's language (eg `wikibase-item-summary-wbeditentity-create-item`, see https://translatewiki.net/wiki/Template:Wikibase_summary_messages) Expected result: Those changes' summaries are in the language specified via uselang Actual result: Summaries use the preferences language

Applies to `parsedcomment` for the watchlist api calls, tag display language, and probably something else that I'm missing
