What happened:
* I [[https://meta.wikimedia.org/w/index.php?title=Special:Log&logid=57410048|sent a translatable page as a message]] at 21:06 UTC to 5 pages, and it [[https://www.mediawiki.org/w/index.php?title=User_talk:Quiddity_(WMF)/sandbox&diff=prev&oldid=6772863|skipped]] including the header section as the subject line (which I had set).
* I assumed I mis-clicked and [[https://meta.wikimedia.org/w/index.php?title=Special:Log&logid=57410053|re-sent]] the message. It was not received on any target page. I tried again two minutes later, and two hours later, both with the same result: messages are not being sent. What should happen:
* After I queue the message to be sent, MassMessage delivers it to target pages
