**Requirements:**
Given a language, return an image in need of a caption in that language
Given source and destination languages, return an image with a caption in the source language that needs a caption in the destination language
**Questions:**
Should this be limited to images that are used in articles?
A: Yes, that is design's intent. We need to figure out if this is technically feasible, and if so, how best to do it.
A2: In the event this is not technically feasible in a reasonable timeframe (i.e., by end Q4), it will not be a blocker for release.

- Only "translate a caption" will be supported, not "add a caption"
- Source language captions can be unstructured (aka "semi-structured") or structured -- preferably unstructured
- We don't need to worry about on-WP file usage at this point
