@akosiaris already updated docs on how to build kubernetes packages and did a 1.18.9 build: https://wikitech.wikimedia.org/wiki/Kubernetes/Packages As we decided to go directly to 1.19 (because that will be LTS), I followed the docs (more or less) to build 1.19 with the attached patch. The (untested) packages can be found at `builder01.packaging.eqiad.wmflabs:/home/jayme/kubernetes-gbp/` {F32418533}

We decided to build packages from the binary releases instead of compiling ourselves. We also figured we need to update to k8s 1.16.x first, so we need packages for that.
