It is quite annoying that the Page Curation tools are only available for new pages that haven't expired=== Acceptance criteria:
* Show the "Curate this article"/"Open page curation" (as seen on test.wp) link in the sidebar on all article pages
* When a user clicks on that link, it means that I have to use Twinkle whenever a page has been reviewed and expires out of the feed.
It silly that the Page Curation tools are only available on new pages and not, for example, on Broadwater Green.the page curation toolbar is displayed (all flyouts closed by default)
* The //Info// tab does not show any of the metadata that is sourced from the feed but shows everything else it is supposed to.
* The //Review// tab button is disabled with a hover message: //This article in not in the New Pages Feed and hence cannot be reviewed.//
* The //WikiLove//, IMO the 'curate this article' link in the toolbar should always be available to New Page Reviewers//Add tags// and //Mark for deletion// tabs work exactly as they do on pages in the feed.
Note that the page curation tools should ONLY show up on 'other pages' (pages that aren't in the NewPagesFeed) if that string is added to the URL or if you click the 'curate this article' link. Otherwise I think people would get quite annoyed with it showing up on all sorts of other pages constantly.
