The [code says](https://phabricator.wikimedia.org/source/mediawiki/browse/master/resources/src/mediawiki.rcfilters/dm/mw.rcfilters.dm.FiltersViewModel.js;82725457097c01e1832cb3e09d6b1831bbf8d311$657): "All true (either because all values are written or the term 'all' is written) is the same as all filters set to false" is only true for full coverage groups, and neither userExpLevel nor the ORES groups are full coverage.
