[] The Echo icons should use mw-ui-icon classes so they are aligned with the other icons in the header. This will not resolve all the issues in the ticket, but it will allow us to focus on T191021.

With the updated user links/menu in the header there will be 5 icon buttons in the header (counting both logged-out and logged-in states):
