This task represents the work involved with verifying the New Discussion Tool is working as expected before it is deployed as an opt-out feature at the first set of partner wikis.
=== Minimum test case
1. Visit a wiki where the New Discussion Tool is available to all users by default (e.g. https://en.wikipedia.beta.wmflabs.org)
2. Go to a talk page at the wiki (e.g. https://en.wikipedia.beta.wmflabs.org/wiki/User_talk:RYasmeen_(WMF))
3. Click the {nav New section} button/tab
4. Notice the page is scrolled, the New Discussion Tool opens, and your your cursor is inside of the tool's `Title` field
