**Motivation**
It would be a system for victims of harassment to be able to report their experience and file complaints to T&S and potentially also to the wiki ANI. Currently there isn't an avenue to do so. Each wiki has its own process for dealing with such complaints. Also, filing complaints publicly has its set of downsides.

AHT did already do some planning on this project a year ago. Not sure how much of it is still applicable. We'd need to talk to the communities and the T&S team to figure out their needs.
T&S: Enabling conditions defined in the Anti-Harassment Program Mandate need to be in place prior to launch.
**Potential Options**
1. A system that is built to only route users to wiki pages.
2. A system that routes reports to an external ticketing system and allows them to follow up on their reports.
3. System routes to either wiki pages or external ticketing system, dynamic based on wiki and WMF needs. [ Strong Legal preference]
