Currently blocked users are prevented to access the tool. This may create some problematic situations:
- Since blocks are per wiki and the tool is replicated on several wikis, it is possible that the user is prevented to access the tool with the intent to translate into a language in which the user is not blocked. For example, if I'm blocked in English Wikipedia and I want to translate into Spanish, I may not be obvious how to access the tool when I find an article from the English Wikipedia that is missing in Spanish.
- Since blocks may be temporary, it seems reasonable to allow users to translate and publish only when the block is over.
The less problematic approach for dealing with blocked users seems to be show them a warning and present the publish button as disabled.
