Per the [Access to Temporary Accounts access policy](https://foundation.wikimedia.org/wiki/Policy:Wikimedia_Access_to_Temporary_Account_IP_Addresses_Policy#Other_users) by default sysops (admins) can grant the right to view temporary account IPs to eligible editors.
