Currently it's `flow-board` which is the same as a talk page that has been Flow-enabled, so code has to do fiddly work to distinguish the two, e.g. [MassMessage](https://github.com/wikimedia/mediawiki-extensions-MassMessage/blob/2bfe5a61218603ff038da89ca2d050be553d37cd/includes/job/MassMessageJob.php#L142) We should fix this soon because it'll affect API clients.
