Access to this needs to be restricted so that only requests from within the Wikispeech extension are allowed to interact with the server. Combined with this the various actions possible through the extension need to be enumerated (partial overlap with T162366) and we should create the appropriate rights for these (a right can be granted to anons so it need not restrict access in the end but it will make it possible to do so if desired). This task deals with the MediaWiki side of this while T238327 is for server side.
